Statement by Dato’ Amirul Feisal Wan Zahir,
Managing Director of Khazanah Nasional Berhad on Malaysia MADANI Budget 2027

Kuala Lumpur, 9 October 2026 – Khazanah Nasional Berhad (“Khazanah”) welcomes the Malaysia MADANI Budget 2027 tabled by YAB Prime Minister and Minister of Finance, Dato’ Seri Anwar Ibrahim today, themed “Malaysia MADANI: Menggapai di Langit, Mengakar di Bumi”.

The Budget comes at an important time for Malaysia, as the country continues to navigate a volatile global environment marked by geopolitical uncertainty, supply chain pressures and elevated fuel prices arising from the ongoing conflict in West Asia. Against this backdrop, Budget 2027 continues to build Malaysia’s long-term competitiveness and economic growth, while putting people at the centre: easing the cost of living, raising wages and widening opportunity.

Importantly, the Budget places emphasis not only on growth, but on quality growth. Its focus on strategic sectors such as semiconductors, energy transition, infrastructure, enterprise development and talent reflects the Government’s commitment to building a stronger, more competitive and future-ready economy. These priorities are critical to deepening Malaysia’s industrial base, enhancing economic complexity and creating higher-value opportunities for businesses and workers.

At the same time, the Budget remains firmly inclusive. Its measures recognise that national development must benefit all layers of society, including workers, youth, entrepreneurs, Bumiputera companies, MSMEs and communities that require greater resilience in the face of economic and climate-related challenges. Khazanah welcomes the ongoing drive by the Government to raise Malaysia’s labour share of GDP and are fully supportive of the rise in the living wage benchmark for employees of GLICs and GLCs to RM3,400 per month.

Khazanah’s Dana Warisan investments under the broader Warisan KL initiative remain of vital importance to Khazanah, and we will continue with the ongoing restoration initiatives at Bangunan Sultan Abdul Samad Complex and Carcosa.

We are pleased to work closely with the Penang and Selangor State Governments in a joint effort to strengthen Malaysia’s semiconductor and advanced manufacturing ecosystem and support the growth of high-potential Malaysian firms, where Penang, Selangor and Khazanah will each allocate RM50 million in the Strategic Investment Fund with an initial fund size of RM150 million. The Budget’s emphasis on vendor growth, innovation, and entry into new markets reinforces opportunities for Bumiputera business expansion. In support of this, Dana Ciptawan will be expanded to RM250 million in collaboration with TERAJU to support the growth of Bumiputera and Malaysian mid-tier companies.

We also welcome the Government’s ambitions in energy transition and climate resilience through TNB’s national grid investment and UEM Lestra’s RM1 billion renewable energy investment, which supports the acceleration of our energy security, affordability and sustainability agenda.

Khazanah stands ready to support the Government’s initiatives by continuing to deploy capital and capabilities in areas that advance Malaysia’s economic and developmental priorities through Dana Impak, Jelawang Capital, Dana Ciptawan, Dana Warisan, K-Youth, Bakat MADANI, Yayasan Hasanah and other platforms that support enterprise development, talent, innovation, community resilience and long-term national competitiveness. We will continue to collaborate with other Government-Linked Investment Companies under the Ministry of Finance’s GEAR-uP programme to mobilise capital more effectively through disciplined investments, catalytic partnerships and impact-driven programmes that help build a more resilient Malaysia for current and future generations.
